Sent an email to Valve asking for them to update the SDK models and animations, since they're missing various animations (scout headshot and backstab, sniper one handed melee for pan and saxxy...) What are the odds they'll actually reply, much less do anything?

I suppose that would explain why only some classes are missing some animations. Well I can find said animations in the model viewer, and those work fine, but I can't find the decompiled animations in the "sourcesdk_content\tf\modelsrc\player\scout\animations\dmx" folder. They're also not referenced in the "scout_animations.qc" file either

It will crash partway through decompilation, and of what it does decompile, it destroys the animations completely. I personally have spoken with several employees time and again about updated content or a decompiler and they all effectively told me I'm out of luck.
