Well I don't see an owl as awfully unfitting and as something that only exists as a pet during Halloween. Owls can be pets, owls can be used in Falconry which has a hunter-vibe, owls are not strictly horror related. I mean, Sniper is an outback hunter type character that can handle wild animals, it does not strike me as extremely unfitting that he'd have trained a farsighted predator companion. I mean, yeah it's not something that would fit the original 2007 Sniper, but very few items are.
Also, I still strongly disagree with you that Clowns don't fit Pyro. I'll agree that the Jester set would be unfitting if it was available all year round since it has a bit of a supernatural look to it, but the Pogo set is excellent both for Halloween and in general. Clowns are a frequent stereotype of evil psycho killers laughing manically and killing people in gruesome manners, they often have baggy suits and suspenders, they can be both silly and scary, and many people have a strong fear of clowns.

I can tell you right now if you are making a replacement for the xmas lights you are going to have a HELL of a time getting them to work. Ask Psyke, when i was making the [url=http://steamcommunity.com/sharedfiles/filedetails/?id=89013292]Spooky Lights[/url] I didn't have any xmas light items either so every time I made version of the lights i had to send them over to be tested. Luckily he let me borrow some of them but the majority of testing came from me sending them over.
Heres a tip, the messages you get in the console, eg SetupBones: invalid bone array size (1 - needs 3) are really telling you something. In order for the xmas lights to work you have to meet a list of criteria;
1. You must have ALL the bones of the original xmas lights (Even if they aren't skinned to anything they need to be there).
2. You must NOT let any bones collapse because they have no skin weight, this can be done with some simple qc commands to define each bone that isnt skinned.
3. The bones must be in the EXACT same order as the bones in the item its covering.
SetupBones: invalid bone array size (1 - needs 3) This little message basically means your model only has 1 bone and the game is looking for a model with 3 to do a bone merge. Because there isnt enough it does work. If you where to add all 3 bones for the flame-thrower (weapon_bone, weapon_bone_1 and weapon_bone_L in that same order) only THEN does it work.
This error gets REALLY fun when you have to do something like the minigun where all of the Heavys finger, arm and rotating barrel bones are all a factor.
Let this be a warning to anyone wanted to make a xmas lights replacement. It took me so much trial and error to found out those important rules.
If anyone really wants help with making something like this feel free to add me and I can give you some examples or something because I really wish someone would have helped me when I was making my replacement.

I try to avoid using items like the Birdcage and Steel Toe as reasons to turn Pyro into a walking garage sale. The Bongos are a minor problem in comparison to these, and are really not that bad in-game. Could do with some reasoning as to why Valve picked bongos over whatever else Pyro may hallucinate in the magical world I refuse to believe exists as a canonical location, but they're really not that bad.

Clowns are simply a significantly common stereotype in movies, Halloween, videogames and even real life as psychotic serial killers. The fact that there's so few other items in the game that builds on Pyro's stereotype as a ruthless psycho serial killer like the stereotypes of clowns and horror movie villains like leatherface, makes this an excellent addition.
It's the stereotype of masked psycho serial killers using brutal means to kill people, and that it ALSO can be seen as just innocently childish and silly looking, that makes it fit Pyro so well. If it was exclusively childish and silly looking, and there was no stereotypes of it as being scary, then I don't think it would fit outside of Pyrovision. I personally don't think clowns fit the pyro, it's a really shallow take on his actual character.

I'm having trouble putting this into words, but it really doesn't matter how fitting you might think a clown may be to Pyro killing people, wearing a clown suit into battle is abso-fucking-lutely ridiculous. There's no reason for him or anyone else to turn a game of dress-ups up to eleven by donning a suit that is the physical embodiment of silliness and stupidity. It will look ridiculous because that's a clown's job.
I really don't know if you've had some especially good or bad experiences with clowns, but TF2 is not the place to share those experiences. Clowns are not a stereotype of killers I see often, partly because 99.5% of the time clowns are there for humour, for entertainment, to be [I]laughed at[/I]. Having to see a grown man dressed as a clown strolling around Mann's Land solely because an absolute minority of the population decrees that clowns have some kind of spiritual bond to mass murderers is not something that will please the majority of the population, or at least the part of the population that plays TF2.
I might also like to make a note that this is the first time I've ever seen someone use an argument of an item being childish and silly as a reason for it to be [I]fitting[/I] for Pyro.

It USED to be the physical embodiment of silliness and stupidity, but media have over time completely changed all this around and clowns are now significantly more often represented as evil, creepy, monsters, psychopath killers, and dangerous lunatics.
Especially since it's a Halloween item, I don't see the problem with it. It's a lot less out of place in regular TF2 than the items that turn the classes into real monsters.

Personally I love clowns, for this Halloween I plan to dress up as Schadenfreude the Manic Depressive clown and scare the shit out of people. I also had a lot of classmates that were afraid of clowns, I loved drawing clowns for this reason. I also have a fetish for girls in clown make-up.
So yeah, I am biased. However I will always admit when I like something even though it doesn't fit, and this isn't one of those times. This set is something I genuinely think fits Pyro's design, which is why I'm not having a very hard time explaining all the reasons and giving examples.

Part of Pyro's personality IS childish and silly. There's a huge amount of items that builds on this stereotype, which is why I usually hate items that relies on this stereotype, it's extremely overdone and generic. However, the Clown set doesn't rely on this stereotype, it's just ONE of the reasons it fits. It for the most part relies on the stereotype of scary clowns, and it also fits Pyro visually due to his baggy suit and suspenders.
