For Halloween? Sure, it might fit. But look at the BMOC. The XMas vibrator. It wouldn't work at any time other than Halloween (and even then it's something of a stretch), and all community items are holiday unrestricted to make sure the creator gets full profits.
I don't know about you, but seeing a bloody clown running around with the ability to be painted hot pink, lime green and what have you on top of the already unfitting model all year round is an idea I'm not fond of in the least.

I think at least Pogo's set would work all year round really. It's a theme that fits Pyro's stereotype, visual design, and personality very well. It also is a lot less random than some other things that have already been implemented into the game.
[sp]Though honestly, I'm guessing your biggest reason for not wanting this (if I remember right), is a fear of clowns. So yeah, I guess if you're lucky Valve might make it a fullmoon/halloween restricted item for respect of coulrophobics. I'm hoping the same if they add any bug related cosmetics.[/sp]
