Well now I feel dumb.
Something that people seem to forget is that there may be 2 misc slots, but that doesn't mean you have to use both of them, if any, for that matter.
A lot of the time simple is best.
This be my Engineer. I have the Pip Boy, Googly Gazer, a slew of event items. But I withdraw from using any of those, because as my Engineer looks fine and dandy as is, without any clutter. I may use those items on other loadouts, but making sure to be sensible about how I go about making my classes look, instead of throwing everything on just because I can.

I would personally try the Professor Specs, honestly. I have the same thing, just minus the Quadwrangler. I might change what my load-out is, though, because getting two other items is much easier than getting a Quadwrangler.

Balaclavas are Forever comes to mind personally, maybe Black or After Eight.
An Air of Debonair also goes very well with Spy's suit, although I have no idea how it would look with that combo.

Equip a different hat and respawn or touch a closet. Requipping the Bill's and respawn or touch a closet again and it should be positioned correctly.

Or you can switch to a class that isn't wearing it, then switch back to your previous class.
