It was never in any manniversary fix packs. Those packs only fixed paints on hats that came out in that update.

I remember seeing something that replaced it's phong. I could not remember however what it was in and I guessed it was from a fix pack or something.

Also, how would the Champ Stamp look with the Siberian Sophisticate? I feel like it'd give him a very mob-ish look, which could be nice in the right loadout.
