Well uh, it's like paint. The only reason it's a dickwave is that not many users can make loadouts like that.
You can't see them in the loadout screen and I consider them to be a lot like paint, changing the way the hat is interpreted when you look at it.
I.E. Ghosts goggles would make a reference to ghostbusters while say green energy wouldn't have that reference there.
Also comparing to paint: A gold coloured hound dog makes a Johnny Bravo reference while if it was red then it'd be like that one guy from legend of zelda skyward sword that I keep seeing and if it was unpainted it'd be a slight reference to grease.
In conclusion: It makes sense that he'd say what effects they are since they don't show up in the loadout screen.
