It really should be a style. The cuffs look alright on some classes/with some loadouts, but not all the time.

You should try out the Battery Bandolier on the Demoman.
They look like they could be some type of grenade.

Yes, but I think all paintable items show up white. (At least in the SFM one, which let's you add more than 1 item at a time on a character)

Oh yes, I've always loved making my characters privates, especially Pyro. Though, I'd recommend you swap RoBro for a Stockbroker's Scarf, it'll look much better. (And it's cheaper, too!)
