I didn't notice it before because those pictures were not the best, but the blueprints actually are against the Engineer's overalls and not his shirt. This does not look as bad as I thought it did. Balaclavas would be too dark against a dark material.
I probably don't need to paint it, but if I do I think Lab Coat would look the best.

I'd say the first is the best out of all of them, but if you're planning on using the Builders Blueprints, I'd suggest painting them A Color Similar to Slate.

Slate looks very desaturated and looks less than good on both teams if you're trying to replicate blueprints. You can't get a proper blue colour due to the teamcolour restrictions on paint, which is unfortunate in this case.

If some random person had posted that loadout, I wouldn't have given it a seconds though.There's really nothing that sticks out enough that I'd normally feel compelled to rate it or criticize it. Considering that it's posted by the guy who criticized the colors and theme of that Spy loadout a few pages back, however...
The most noticeable attributes of this loadout is its completely lack of color consistency. The shade of orange used on the Flair is clearly different from the colors of the class emblems, the kneepads and the various wires, yet not different enough from any of them to set up any kind of satisfying contrast. The VRG has been painted in a[I] fifth[/I] beige-ish tone that's also just different enough to feel slightly off. This paint also prevents it from properly mirroring the Gunslinger, which now sports a completely unique teamcolor, awkwardly drawing the viewer's intention to the Engineer's wrist. The Engineer ends up sporting three shades of team colors, and five shades varying between yellow and brown, and apart from the unpaintable wires and some features of the vanilla model, none of it matches anything else. And then there's an unnaturally oversaturated random blob of white that doesn't have anything to do with anything.
The second most noticeable attribute is the near-complete lack of thematic consistency. The VRG go well with the Gunslinger, but that's where all semblance of a theme ends. The Flair appears to be some kind of tribute to Valve, which seems unrelated to the previously mentioned Cyborg theme, doesn't make sense within the context of TF2's setting, and is a redundant as an expression of fandom considering that you're wearing it inside a Valve game. And then there's a badly made and unfittingly cartoonish cat that doesn't have anything to do with anything.
