You can't paint it officially, but you can download [url=http://nemesis.thewavelength.net/index.php?c=178]VTFEdit[/url], and then edit the .vmt of the hat/misc you want to paint, look for the basecolor, and change it to respective RGB values which you can get by taking the color codes from [url=http://wiki.teamfortress.com/wiki/Paint_Can]here[/url] and converting them [url=http://www.easycalculation.com/color-coder.php]here[/url].
Also, do you guys mind if I post pictures of what I want for my loadout, even though I don't have the items yet?

I would ask you to make one for my loadouts but I'm not sure what to pick. I don't have that many loadouts that are painted.

If youre taking requests, Id love to have my Noh Mercy + Deus Specs + Detective Noirs Spy loadout I just posted done. That loadout has an Ambassador + Eternal Reward. I dont think the watch matters because you cant see it anyway. Favorite map is Doomsday

Cream spirit is a bit expensive, considering having to repaint ALL of your loadouts, what about gold or orange? Is that good? I honestly don't want to have to repaint my loadouts and then have 40x dumb's for it, I want it to look good and obviously my choice of paint isn't great.
