Because the Mann Co. Cap does that pretty well.
Maybe paint that Ellis Cap Mint or Slate, if that's what you're going for, then toss in a Procedure Mask (maybe paint it White or Mint).

All particle effects are off in the replay editor. Easiest fix is to put a slo-mo and then take a screenshot.
