I guess it's because ever scout I've seen using it is crap at aiming. Even then the scatter would destroy.

Because it gives you mini-crits when you want them for doing absolutely nothing. At least with the Phlog, the Buff Banner and other charging stuff, you have to give or take some damage. But a Scout with a soda popper can just go for a jog and then hit harder.

Most of the time I encounter a sodapopper scout, they suck at aiming because anyone who uses the soda popper probably isn't worth their salt, so I take like no damage.

And considering I main pyro and demo (With the Loch n load) scouts aren't a problem in lots of situations

i run into scouts doing that, facestab them because their hitbox is going out of control
