Its in the northern area of the map. I havent played it in ages, but theres like a triangle of water, and its an inaccessible rectangle. You have to shoot a rocket from the top of the red thing next to it.
Theres walkthroughs on youtube.

Tower of Babel is the best fucking map, honestly Killing a Cyberdemon may be one of the most satisfying things I've ever done in a game, watching him blow up after a 10 minute duel of rockets was epic beyond belief
