I got the success page, but the TF2 inventory viewer says I don't have one. (If you have an unknown item in your inventory viewer, you got one)
This way of giving hats is pure bullshit.

The hats aren't instantly going to be in your inventory.
It isn't even time to dress up for Halloween yet.
The numbers didn't get restocked, it's been screwy since it got put up. They just haven't all been given out yet. I already said on page one that it lies when it says they're all out and to try again.
