Basically Valve pandered to people who genuinely got ripped off and now people are abusing the power.
They sort it out, write support an email explaining your situation and you may have you account re-enabled

Well it isn't the solution, only Valve can really fix the issue by changing the punishments for scamming, and what they see as scamming. (I'd prefer an Eve-like "you were dumb enough to fall for it, you don't deserve anything for being an idiot" style of thought, but that is incredibly wishful thinking...)

I would have honestly been fine if trading had never came out, it just complicates things unnecessarily. You can craft or find stuff you want given enough time. Except hats.
But, really, is this much controversy worth people getting the cosmetic item they want?

Perhaps a big flying text that is always equipped in your action slot rather, to make it more obvious to other players and more humiliating for the scammer.

Its terrible that your entire account was disabled over a TF2 hat.
But I do think you should have just given him the hat back. You offered something for a valuable hat. Someone gave you the hat, and you didn't do EXACTLY what he paid for, so he asked for the hat back. You're saying this "wasn't part of the deal", but you didn't EXACTLY do YOUR part of the deal.
Still, disabling your entire Steam account over a TF2 hat is too much.
