I think there is more to this story that isn't being stated. If you were really banned/disabled for what you posted in the original post, then I fully think Valve was in the wrong. Hope you get it sorted out, good luck.

Even though Corporal's statement is pretty blatant, yes, VALVe does seem to cater towards a younger and more incompetent audience...
Now this is ice cold. I understand banning people who use the hat swap thing so someone thinks they're getting an unusual and instead they get a normal version of that hat, but if your story is true which it seems it is, oh man. Personally I think trading bans should be limited, but the ban from trading could be anywhere from a week to 6 months, plus the removal of the scam-gained item. I think I'm going to stay away from trading for awhile.
Why does Valve even bother monitoring the trade system. I understand that some people get legitimately scammed, but it seems like there is more collateral damage occurring to legitimate users, which quite frankly is bullshit. I hate to say it, but the system would be better left unregulated, since Valve seems to have either no idea what qualifies as a scam or they don't investigate both sides of the story well enough to conclude what is a legitimate scam or not.

All achievements, games, friends, etc. would be obliterated because one child decided they wanted their rune armor trimmed. This struck up a controversy--what if there were simply unfair trades, but both parties agreed to the trade? Surely they would get banned because they simply got a good deal! Eager to reassure the masses, you tell them "less than 10" accounts have been disabled and they were all "heavily investigated". This pleased them--well, most. And by most I mean all but one. And by all but one I mean all but one. Let us now look into the story of "chocolate milk makes me have nosebleeds" Xolo. Xolo is a strapping young lad, never daring to steal from another, as his mother would beat him regularly and promise twice the thrashings should be steal! So all was dandy, until Xolo decided to be a nice person and raffle away his hats! Oh, the joy of those who won! They wanted--no, they needed--more. Xolo was out of hats! How could he keep up with his growing business? Suddenly, out of the red, an idea struck him! Why not ask one of his friends to donate a hat to the cause? So there's really no worry that you might be banned just because someone gave you a hat and then reported you.

I laughed more hard than I should've given how silly it was Also, I didn't offer him metal for it (though I could have given that, if he'd asked) because I made zero metal profit from the raffles. I offered him five slots (out of 27 total) in future raffles, then I couldn't do raffles myself any more and then he PMd me and said "there wont be any more raffles will there =/" and I said "Cybermatt is doing more, I'll hold up my end of the deal when he makes raffles" so he shut up for a day then PMed me again and said I was a scammer and he was going to get me banned and I told him he was wrong and then he reported me and I got banned

It is an interesting case for both sides. Xolo could have given the fez back, true, but he didn't have to get his account disabled for scamming since he didn't scam. The reporter was probably a bit more distrusting after learning about Xolo gave up his raffle for his friend, he probably got even more distrusting and suspected that Xolo was scamming when he denied his request. Therefore to Xolo, he did not scam. However to the reporter, it was possibly a scam. Since valve didn't know about Xolo's side of the of the story, they probably thought he was a scammer. Valve should seriously rework the scammer purge so that they can hear both sides of the party.

This is ridiculous. It'd be one thing to VAC ban a "scammer" (though you aren't one), and that would be stupid of Valve in and of itself. But disabling your entire Steam account? I've probably put several hundred dollars, if not more than a thousand, into my Steam account. If my account were disabled over one fucking virtual hat, I would personally disembowel as many Valve employees as possible.
