I can't confirm that right now since I unlocked them playing Killing Floor. Edit: Still, where is the fun using SAM to unlock them? is like using a master code to unlock all the characters in a fighting game.

Also, I'm pretty sure the event achievements only work with SAM during their respective event. They're all locked otherwise.

On the list of missing characters there are: .Event characters (Except Steampunk Mr. Foster) .Those 2 $5 DLCs characters .Red Orchestra 2 Deluxe Edition characters .The Ball guy. From easy to impossible difficult to unlock, choose your skill.

I think they are protected from Sam now at least
