I'd hate to be stuck with a bunch of bumbling idiots just because of the fact that I haven't completed many (none) of the tours, despite having a ton of experience from bootcamp. Which gets me wondering.
What if players had to complete a certain number of Boot Camp missions before going to Mann Up Mode to help them get oriented with the game? I've seen more than a fair share of newbies go straight to Expert in Mann Up and it leaves me quite frustrated.

I can't see Valve actually implementing anything like that.
I was thinking something more along the lines of having the matchmaking system group players with a similar number of total points together. Hours played would be heavily affected by idling and total kills doesn't account for Medics.
