Let's see, I'd say rules could be:
Anyone wearing a pyro hat can only move forwards, not left or right.
Any piece wearing a sniper hat can piss on the entire board, allowing your team to capture two enemy pieces at once instead of just one.
You must tell your opponent "get rekt fgt 2ez" whenever your medic heavy combo takes a piece while wearing an unusual hat.

I thought the BLU figures would come with hats and unlocks, but since that doesn't seem to be happening, maybe the blind box MannCo crate idea that's been tossed around would be neat.
On the other hand, imagine trying to get the Eyelander for Demo, only to end up with a Brigade helm for Pyro.
