You go across the street to talk to a friend and do so, you are fine. "You" are just using your own account.
You magically jump across the world/country for five minutes and move back, you are screwed.
The whole system works via IP address. So they would use them to see who is where.

Nothing stops you from lending your account to a friend on the other side of the world though. Unless it's somewhere in their EULA.
Either way, there may be repercussions but I highly doubt it would constitute a steam ban. Despite violating EULA, it's not like it's a long term account share, and it's just for a cosmetic item in a game. Good old VALVe will probably just take our buds away.

Yeah I was trying to do it but failed, then finally gave up and asked JoshJosh to get them for me.
