There's one where it's Elmer doing it to Bugs as well. Bugs gets really upset, and actually cites his contract a couple times. It's pretty funny.

I actually think his scout voice is one of those accents/alternate voices he accidentally does some times. Much like many people.
Its just a slightly higher pitch and a bit of nasally-ness.
