But unlike weapons that were totally scrapped way before the game even came out, these were being tested and considered long after the game's release and are viable in terms of being balanced loadout decisions that would work in the current game. The other item changes being tested in the same beta included Blutsauger/Ubersaw nerfs and the ability to drop the Sandvich. We got some of those, so who's to say we won't see the others in the future?
And to those who still think this is fake - one of the beta testers leaked the beta in the form of a user-made patch. I myself have used these items and you can see videos of them on YouTube. My opinion on the items is that each one had an iteration that I liked and thought could work.
I liked the GRU version that let you run faster when you had them out at the expense of being healed slowly by Medics. This let the Heavy get to the fight much faster while forcing him to be wary of taking damage.
I liked the flame-retardant suit that prevented igniting altogether. A hefty toll like removing the revolver should carry a huge advantage; being able to ignite at all still destroys a disguise/cloak. The suit allows a Spy to focus on being stealthy and using his knife as a primary weapon. The trade-off is being seriously boned if he's ever caught in the open.
I especially liked the P.D.Q. It would be an amazing tool for Engineers on offense and I found that it was pretty well-balanced. Not being able to upgrade buildings is fine; offensive Engineers can work magic with well-placed and constantly-moved level 1 sentries. It also offers no defensive advantage over the normal wrench given that you have to be banging on a building to make it build faster rather than just having all buildings magically build faster.
But in the end, only time will tell. I'm sure Valve will pick up serious work (as in gameplay changes rather than additional hats [though I would LOVE to have a lot more of those, Valve!]) after L4D2 is out, so we'll just have to hang tight and see what new items are in the pipe for the future.

I strongly disagree. I've had pyros actually set me on fire as a spy and they just walked right by me like nothing happened while I proceeded to go to the nearest dispenser.
