If I were a betting man:
Look at Poker Night 1's character usage: Heavy, Max, Penny Arcade guy, and Strongbad.
Those put together aren't exactly what I would call "expensive" characters or voice actors...relative to Poker Night 2 which has:
GladOS (and Ellen), Venture Bros Brock (Patrick Warburton), Evil Dead character Ash Williams (unknown voice), Sam, and claptrap from Borderlands 2
That is a lot of different companies with expensive voice actors and expensive characters attached to them.
I'd guess $15 closer to $20.

For some reason, it's only beign given out to Kickstarter folks, I'm guessing they are sending those out first since they are two different sets of information.
One being kickstarter donater info, the other being pre-order info. Not sure on when they'd send out the pre-order people's codes though.
