Why would I choose to use it against something like, uh, the Axetinguisher. I can ALWAYS set people on fire. Very few maps/situations lead to players being wet. And, when someone is covered in Jarate or Milk, it would be so much more effective to just light them up.

Short answer: Because. It's fun.
Long answer: Not all weapons added to the game are made with competitive elements in mind. A lot of the weapons just offer a fresh way to play the class.
I've always liked the idea of a Fire Hose for Pyro that removed debuffs and applied knockback but no damage. Wetting players would make the Annihilator synergize extremely well with it and it wouldn't necessarily be OP because it lacks the versatility or rather the effectiveness of the axtinguisher and degreaser. Pyro already relies heavily on his secondary for damage output and it could add a whole new role for him as a support class perhaps dampening projectiles as a purely defensive mechanism as opposed to the airblast's reversal ability and just helping neutralize enemy debuffs making him have a medic-like sub role and importance. It would be an extremely fun concept to mess around with and could lead to some great play.
Maybe when Doom 4 comes out, TF2 can feature grimdark promos for it.
Valve kinda hates the pyro, on its very own Meet the Team video all it got was two reskins and a mediocre secondary. I want things like that Griefblower instead of gimmicky stuff like Annihilator.

It sounds like a fun concept, but clashes a lot with the fact that he's a Pyromaniac. Using fire is his whole shtick, so a fire hose that shoots water seems a bit off.

If the pyro got a firehose that shot water there would need to be other items for different classes that do increased damage when enemies are drenched as well.
Water really wouldn't hurt the mercs, and if the pyro was to only get a fire hose, it would just be like a re-skin for flamethrower/axtinguisher, except it does it in water.
So if they ever did implant the firehose, other classes would need to have items that also do more damage when people are drenched or else it would be a waste.

only ~40% of maps support it, everything new since pyroland hasn't been setup to be compatible, 2 potential new weapons wasted, they will never want to replace all MvM assets with themed stuff, etc.

I wouldn't say it's for nothing. True, the content support for it has been lackluster, but I keep running into people with pyrovision goggles on.
It's clearly entertaining for quite a number of people even with all the gaps in its implementation. I'm also very fond of the lollichop, despite everything.

I was wondering how it'd work with the shotgun and eager to see how it'd function.
I thought that it would be nice as a sapper-ish banner. The Soldier is already a Sentry destroying class, but a banner that shuts down sentries for a short amount of time (with no damage applied to the sentry) would be a nice weapon to have to aid in it. It could also disrupt Spies invisibility and destroy nearby sappers on friendly buildings. Like an EMP sort of thing. Trade in your trusty shotgun to become a mobile shut-off switch.
Perhaps the Short Circuit could be designed to jump-start the Sentry as a counter to the banner as well.

Really fixes and buffs are the only thing in tf2 that gets me genuinely excited anymore.
New weapons? I could take or leave. Ms. Pauling actually naked? Not even a wiggle. Clipping fixes? Viewmodel fixes? Weapon buffs/reworks? Dick's so big that I need both hands to wrassle it down.
