What's funny is that the override_projectile_type attribute contains a pair of two alike projectiles:
#1) #8 is Huntsman Arrow, #19 is Festive Huntsman Arrow
#2) #4 is Stickybomb, #14 is Sticky Jumper's Stickybomb (it actually works the same as the normal Stickybomb)
Considering how they can just add new projectile models into that one attribute, and just slap it onto a weapon with no problem, there's literally no excuse as to why they won't add it...

The thing is that the reload rocket is a bodygroup on the soldier so adding new rockets would mean
A) Editing the bodygroup
or
B) Rework the code to use a c_model rather that a bodygroup
and the fact that new rocket launchers get added would mean new designs for rockets = work and that boils down to valve being lazy.
The reason why the Workshop isn't a popularity contest is because there's a lot of items that would just make the gameplay a lot more confusing, silhouette-wise and stuff. There's a lot of items that just make it too hard to tell what team the person's on.
I think that's something TF2 does better than Dota.
In Dota, only 4 star, top rated items get in, whether they fit the style or not. With TF2, they take chances on older, less popular items the team themselves enjoy. When they did that for Dota, it was like the world was ending. So now they're stuck with only top rated items and the entire thing is predictable and honestly, getting a little boring. It doesn't help there's a handful of contributors for Dota who have "fan clubs" and so everything they make, good or bad, gets highly rated and near instantly added. I see so many items on the Dota workshop that are fantastic but just never get the votes needed to even be noticed, let alone added (heaven forbid they add a 2 or 3 star item!)
Additionally Dota 2's workshop is just all weird. Items in the game, but never marked accepted. Items marked accepted that aren't in the game. Items in the game, accepted, but not in the store and the contributor makes no money. It just seems like a confusing mess and I have no idea how it got so bad.
I don't see anything like that on the top rated of all time.

For Dota, Valve doesn't even look at that at all. It's the weekly one they look at, as they add weekly items. The same bunch of items have been top rated all time for Dota for like a year now, and they have no indication of being accepted.
It's a shame seeing so much wonderful stuff on the workshop and knowing most of it isn't getting in.

I really think Valve is teetering on the edge here. Long periods of time without content is going to discourage contributors to either just give up or move to Dota, where the well is fresh and the pastures open to many more items.
So DOTA 2 is our Valve holy land?
I know we joke about the TF2 team being like, the Janitor who can kinda code, but it honestly feels like this is becoming more and more true, at least he's trying to fix it lately... sorta.

Sorry but during the last christmas update only populus' Cold Killer got in as an older item. The rest was really just high rated stuff. They seem to go more and more towards the popular stuff only

In Dota the minute the Cold Killer was more than 2 weeks old, it might as well not exist. Even just one old item pretty much never happens in Dota anymore.
But anyway, Holiday updates are a little different, since the time they can be added is a year apart, so the item might not even be relevant anymore and other items are popular and more deserving. If an item didn't meet the cut the year before... why would it suddenly meet the same cut a year later with even more competition? The weapons added were old. (The rescue ranger is [i]very old[/i])
Dota 2 is also going through its "sets only, single items be damned" stage like TF2 did in 2011-2012. It's hurting them a lot (I feel), like it did for TF2. That has to be one of the best transitions TF2 moved away from, the set system. Shoe horning extra weapons to "sets" just because they liked one model made for some pretty bland items. I think they loved the Soda Popper and Atomizer, but not the Winger, but had to add it anyway. Same for Tomislav, loved the model, had to bs the other weapons.
When Dota moves away from that, more interesting items will be accepted, I think. I really think the Uber update was the tipping point where they said "hey, maybe these sets don't have to have every item in them added..."

Yeah, compensation is hardly an excuse anymore, I'd be happy if they just implement a fix I made, especially since there are [I]so[/I] many little things that people have fixed that are just sitting on the workshop.
The only downside I can see is requiring them to make new projectiles for any new weapons added.

I think the compensation thing is an excuse to not add fixes they don't really want to add or don't have the time to.
They were perfectly fine adding Community Schema 1 and 2, for example, just last year.
I think DOTA's artstyle is a hell of a lot more expendable than TF2's.

It is, and yet, the community doesn't let it go as far as it could because any hint of being a different item is met with hoards of folks who pile on the item and give it a hard time. theres still a few things i have gripes with with tf2s workshop system.
for one thing, the workshop system of uploading your item is appalling. the main workshop page for tf2 explaining everything says to use source sdks itemtest. yet EVERY SINGLE professional item maker ive seen says NEVER USE ITEMTEST. its horribly broken.
well ok, itemtest is broken. but hey thats what the ingame item importer is for! oh wait, the importer has literally been broken for weeks now. no one can successfully use it. it also does not accept weapons of any kind. only hats and misc.
i honestly feel bad for any new item maker trying to upload their item to the workshop, so its convenient enough for valve. they'll have to find out about napy da wise's workshop guide just so valve can use their item quickly, in the way they want.
also, in robin walkers tf2 article on pc gamer a couple of months ago, he said the reason why there are so few cosmetic additions to tf2 is because apparently valve has to add every item to the game separately, one by one. dota 2 doesnt have this problem. you can add tons of items to the game all at once with no problems. he said he hoped they'll convert that system to tf2, but when will that be? does that have to do with steampipe? i hope so.
another thing is that tf2s updates are so far apart. your item didnt get accepted into our huge update? well, too bad, you'll have to wait another 3-5 months just for that to happen. which is weird to see, because there are so many awesome items just sitting in the workshop. will these items make it into the next huge update? theres no way of knowing until it happens, or you're lucky enough to have your own item get in. even just being a fan of an item is hard, since you're sitting on the edge of your seat waiting for it to maybe get in.
i just hope valve combines the greatness of both tf2s and dota2s workshop. they both have a good item import system which will be good for item makers. they both have a good system for getting items in the game, so cosmetics can get in at a faster pace. and they both treat every item with respect, regardless of how old it is.
I kinda want TF2 to go back to the weekly item phase.

ATM the TF team is trying to get TF2 onto SteamPipe without breaking everything; but they said they'll have better workshop integration after they get SteamPipe working properly.

thats good to know. i have a feeling once steampipe is said and done, tf2 will really start to get better at everything.
Steampipe will probably be a huge load off for the Team. It'll make patches much easier, faster and they can be larger.
I'm really psyched up for it. I hope it goes well and we get some nice fixes along with it.
