I think giving away Community weapons is somewhat unlike for Valve. This item would make Workshop even popular, widens possibilities range and make distribution of community items to contributors easier.

Your hat covers only the second case of my described idea. That's why I wanted it to look like a contract. The major idea was to make an award for those who create stuff impossible to give in self-made quality and then as a fixer's reward. And badge won't stop people from using Wiki Cap too.

Look at Borderlands for a distinct example:
The [B]Theme[/B] is a mecha-desert-wasteland sort of thing, a fairy princess set like the heavy got wouldn't fit this theme, but the Machina, with some wear'n'tear on the paint, probably would.
The [B]Artstyle[/B] on the otherhand is the whole comic-book-y sort of thing that makes it so distinct looking. A combination of texturing and shading gives borderlands this very distinct style (stolen as it may be).
Now, an experienced modeler/texturer could remake the fairy princess heavy set in Borderlands, [I]completely conflicting with the theme[/I], but still with the same [B]artstyle[/B], i.e. the shading, textures, comic book pencil outlines, etc.
Something can conflict with TF2's old western theme, but match the artstyle.
Rarer though, is something which matches the theme, but conflicts with the artstyle.
The theme of TF2 is ever changing to accommodate new item ideas and styles. It's no longer strictly to the theme it was at release, while the art style can't really change so easily and is the same as it was at release.

Every character in Dota has a 1 or 2 paragraph story about who they are, where they come from, and why they're fighting.
Some brave crusaders have decided that any item added to the game has to strictly be able to be explained in these two paragraphs otherwise it's the dapper topper of Dota 2 and it's a "ded gaem"
It would be like having to strictly make every single Soldier item fit within the confines of his one paragraph biography. You'd have nothing but WWII replicas and home made medals...
I don't care about TF2's getting new themes, as long as there's enough items to support it. First grordbort set didn't really seems to fit, but now that we have more of them, they're coherent with each other.
That's also why I really want more grordbort weapons.
Also I wouldn't mind seeing more old western items too.

With TF2 we have the opposite. Each item has a 2 paragraph biography and the characters have somehow to fit in it.
I have a feeling steampipe is going to be a relatively large update, we haven't really had one for a while.

I know any logical tinfoil-hat wearer predicts A Very Heavy Update for the summer (ala Uber Update and Pyromania), but I'm feeling Sniper vs. Spy redux.
It started when they retired the 9 Sniper vs. Spy hats. Since then, I feel like we've been seeing more and more references/clues. It was one of the most important updates in TF2 history.
All I really have to back it up is all the references to Sniper vs. Spy stuff in the Lecture Valley hidden page.
Just my wild, right-field bit of random speculation, I suppose. Purely based on "vibes". Time if the year's right, too. They referenced Jarate on April Fool's, and Steam Pipe will come out near the 4-year anniversary of Sniper vs. Spy.
Anyone else feeling it?
