Either works, I believe. If an item has a built-in recipe to craft it, you can use that, or craft using tokens. For hats, smashing craft hats together or getting lucky with 3 refined will work as well, provided you're one of the first 100 to get it. After the first 100, the numbers are still tracked, but are only displayed on backpack and trading sites and such, and not ingame.
