I'm seriously still not following...
The 40bud thing probably isn't serious. I've seen a lot of traders say you must over-pay in items by a ridiculous amount just to put off people who try to buy with anything other than currency. If that's what he's trying to do and what you mean, it's not that bad in my eyes. I've never done it, but I dont think it's anything to facepalm over really
On an other subject, the C/O system traders are using is BS. When you offer something, you expect a yes/no answer, not a "I won't sell it to you but now I can put it as a C/O and tell you I might trade if I don't get better offers even if we both know I will actually never ". The moment they put it as a C/O, it isn't an offer anymore since they won't accept it.
They use it to make the price of their items go up, even when it's idiotic.n
Most recent example being the Shred alert getting tradable: you can easily get one for 3-4 keys now but you see a lot of trades with C/O of 6+ keys (when it's not higher) that are from more than a week. And they use it to say that their price is the right price.
I wish there was a rule that force you to put the date of the C/O next to it to prevent that kind of thing.

Yeah, that would be useful. Would be nice to have them link their C/O or something. But I guess that's kinda unreasonable and unrealistic.
Just that I sometimes saw C/O's that were made months ago and the guy who made the offer was long gone, didn't even have the items he offered in his BP anymore.
Since steam now shows all chat logs, I can see sometimes that I got added by guys who I have traded before. It proofs that I should block all the retards.
First time they add me and waste my time (not paying my price, making random offer, not reading trade), I just delete them.
1 week later I got added by the same guy and again he wasted my time the exact same way.
Even some flamers re-added me after months.
So my advice is to block everyone who is illiterate
