The weapon has been out for so long that I don't see how levels are hugely important. There are loads of guillotines on scarf.tf too, and it's pretty easy to find "special" levels that way for no extra cost
and his buyout is basically 8.66 refined. The 2 scrap offer he declined was pretty fair imo
