Actually, he's restricted, not banned, which can be caused by a number of things, it's almost always temporary, and tends to just be a warning.

A trade restriction is a non-public and temporary ban, which that guy has. It stays like that until you contact support, and then is either removed or elevated to a ban, which is displayed on your profile. They toss them out like candy in hijacking investigations, and if you're reported for scamming, etc.

How do people manage to get any trades done nowadays? I quit trading but I like to browse outpost out of boredom and 99% of the traders seem to fucked in the head. Seriously tf2 traders are some of the worst people I have ever seen.
