The only Sniper weapon that doesn't use c_models is the default Sniper Rifle.

From the screenshot they look kinda bright compared to the rest of the Scout/environment. Absolutely wonderful item, nonetheless.

I'm pretty sure you have to model 2 separate models for the item. I'm not sure if there is any means of creating styles with body groups.

It depends. It seems that most of the time, if the style changes the model, Valve likes it to be separate models instead of bodygroups. However, if it's just a texture/vmt change, then just use skin groups.
