I'm pretty sure it was because last year soldier got 2 sets in the uber update along with the grordbort items and they didn't want people bitching that "soldier gets everything!!!" again.

Also it had 2 secondaries, so right away you knew they weren't going to add it all.

There are ways to make that work:

Having it be a shotgun that activates the banner on M2, for instance.

But the banner had a bugle, so it wouldn't have worked in that case.

Pressing M2 could quickly switch to the bugle which activates the banner, and then goes back to the shotgun.

Just add 2 separate weapons. It's not like there's a set bonus to worry about anyway.

While I agree with you, it's irrelevant now. They added only 3/6 items for the set, and arguing won't change a thing.
