Why do most people get hats for only 1 refined nowadays? Its pretty dumb that if you have 4 refined, you can craft halloween hats, or set hats but also can get 4 hats from the refined's, then trade 3 for the set hat and have 1 extra hat. Hat prices are varying alot now.

Hat prices goes by being too common... for instance: from boxs , common players have it.
You can easily buy 1 bad hat for 1 refined then buy another one and try your luck with crafting.
There is no point of crafting 3 refined right now.
But mostly nobody have right now U.scrap metal so they can't craft it... and clean version cost much more which I got for giving 1 hat + small bonus (in halloween days)
Halloween hat (JuJu , Skull) can go for 3-4 hats like you said ... but also for 7-8 refined (clean version is rare).
But remember Juju and skull have limits.
Have Bloke's Bucket. Will take any hat cept hatless :v:
