The reason that's done is because those items are approved before they're ever put on the workshop, but Valve still requests that they adhere to the normal item acceptance guidelines afterward to give the appearance that nobody is above the rules. It's a required step for everyone, from big companies to single users. It's also a convenient database for copyright reasons, stating clearly who made what in case there's ever a dispute of some kind.
Plus, a self-made variant of an item existing implies Valve had no part in making it, clearing up some confusion.

On an unrelated note, there's one thing I kinda wonder about these tiered preorder bonuses... What would happen if there was suddenly a boycott, and it rolled back a tier or two due to preorders cancelling?
Would items and things already given out be revoked?

It still would be nice if they increase the Workshop requirements for applied items. Like more than 1 image. They have concepts and upload them on net. This will be pretty interesting to know how companies come up with these great models. Except SquareEnix. Sorry, but Tomb Wrapper and Hitt Mann badge...

Well, all is forgiven after the quality of the Deus Ex items. I still think they're some of the best looking promotional weapons/cosmetics, despite some odd last minute changes (nanobalaclava used to be all class)

The nanobalaclava was changed to spy only since it messed up all the other classes silhouettes iirc

Don't see how a head item would mess with the entire silhouette. If that was always a concern then Max's Severed Head never would've been made.

These were the first horsemann of style apocalypse. All weapons, most of hats and even promos were fitting the style. Man, even Grordbort Victory Pack was looking scientific for 70s-80s fiction.
And then THEY released. Unfitting robot hands, non cartoonish weaponry and cosmetics. No, thanks for reminding me for that.

MOST of promos. And I am not arguing. I just felt into the past for a moment. I remeber my face when in cartoonish style of TF2 was added some snier rifle which looked like taken from the Unreal Tournament.

Deus Ex items have to be my least favorite of the promos with stats. They're incredibly well designed, but I just don't like promos that are overly specific to the game. I mean, we now have weapons to balance, with recipes, sold on the store, etc, branded for a whole other universe. Compare that to the Kunai, Katana, Red Tape, etc. All those items could have gotten in without being a promo. Even Sun on a Stick isn't related to Rift at all (and most new players don't even know they were promos). Those are the sorts of promos I like best.
Ones that feel natural and only hint at the game. Ones where being a promo is a bullet of trivia, not a badge carried around on the item at all times.
For my tastes, the Deus Ex items were just too specific to Deus Ex.

To be fair, maybe that's why I liked them so much.
Though someday all I really want is the crossbow or prod or GEP gun from the original DE.

I think it could be nicely differentiated by doing something like this:
Bolts travel 50% faster than arrows, comparably lengthy reload animation which slows movement speed dramatically (and you can't start reloading unless you're on the ground), and half the zoom level of a rifle. Picture it like a nice cozy middleground between huntsman and rifle that's better suited for mid-range combat, whereas huntsman excels at short, and rifle is built for long.

More damage, no charge, slower reload/firing speed. Just like a real crossbow.

fires a super fast projectile at near instant speed, but still reflectable if you're a god.
can't scope. Instead, just iron sights it when using alt-fire with a very slight zoom

8 pages of Sniper Weapons in Workshop. Crossbows found: 1. Quality: medium.
I think this is the reason.
There's two on the workshop, and one is really nice (but slightly Halloween themed)

I've heard someone say that it seems these Salvaged crates are dropping a bit more often than they used to. Still, awesome! I hope for one too, for my collection.
