It wasn't "just like them" it was an April Fool's joke. Random items in update pages practically never show up in game aside from camera beard.
I'd laugh if Valve completely dropped the drop system for the newest and made them only accessible via dupe crafting

On the topic of the Saxton Hale model: I personally wouldn't put it past Valve to have made a model of Saxton for reference purposes. If you look the four classes in the banner, they all look like they were drawn or painted. However, because of how realistic (to TF2) they look, I'd be led to assume that someone took and posed all the characters and then painted over them to create the banner. So they probably did the same thing for Saxton - created a model, posed him, and painted over him.

Valve did say they have three more "Meet the" videos left, sometime after meet the spy was released, Meet the Saxton would be amazing.
