That's actually true. At least within the few days of when new items are released.
I was already using a registry hack to play like this but it's nice that Valve finally implemented it after so long.

i'm thinking the issue that some people were having with the mouse going offscreen was due to the sensitivity being too high, in one frame if they sharply turned then the cursor went offscreen and it was confused, pure speculation though

If if enable this, i can't move my weapon inside the game. I can move the mouse in the menu(even when i press ESC while on a server), but i can't move it while actually playing(holding a weapon).

When you move your mouse, instead of going through the windows drivers and then to the game, it just goes straight to the game.

If this even slightly helps with the cursor leaving the window, I'll be happy. That was always so annoying, especially when you're in the middle of a big fight and you click out. Ubers are the worst time for it.

The last one is true, I believe the second is as well, but the first is false... Kinda. TF2 actually already moves the cursor back to the middle each frame without raw input. You can try this by bringing up Task Manager over the center of the TF2 window. Click anywhere on the TF2 window, and then move your mouse around. You can watch your mouse flicker every which way. I believe raw input does have a higher polling rate, so it is harder to make TF2 minimize or lose focus, but it's still possible.

i read up a little bit, and apparently its a horrible thing to use, basically speeds up your cursor movement based on how fast you move your mouse. some people say that if you use acceleration, you should turn it off and learn how to aim from scratch. i'm not going to use it.
this setting kind of reminds me of how xbox and ps3 controllers work. the more you push on the stick, the faster you turn.

For all I know, acceleration will make the cursor accelerate if you move the mouse at a constant speed (not to mention it just kills your cursor when you flick the mouse in one direction quickly).

Actually with mouse acceleration if you move your mouse 2 inches slowly your character may turn 15 degrees, and if you move your mouse 2 inches really quickly your character may turn 45 degrees. This variation makes it pretty hard to get the "muscle-memory" needed to be accurate and you are far better off learning to aim without any acceleration.
