I'm not sure this would be a huge issue, most map makers use websites like TF2maps.net or SPUF to post their maps and updates to their maps, so I wouldn't think it would be too hard to track down the creator.

I do agree that many servers stick with a fairly set map rotation, which is too bad. One of the things I love about TF2 is the number of maps it has, I get pretty bored playing on the same maps over and over again.

and it's going to stay this way because all those groups with the mass servers, like Skial and LotusClan which have a billion, they purposefully limit their servers to only the most popular, for they get more people joining thus more people seeing pinion ads thus more money.
Valve needs to grow some balls and stop 3rd parties from ruining their games, people are making bank off of their game while making it worse
If their newer games are a sign, then it seems that server plugins and modding may be out the window, which hey I don't mind, allot of my favorite multiplayer games don't let the community do shit for quality control purposes and it turns out to be a very pure and fun experience

Valve needs to do what the L4D team does and put custom maps on their servers. Add an option in the quickplay to join a Valve server running a custom map, let players download them when they join the server, and then see people's reaction to the map on the forums. If people like it, they add it to the game. If people don't like it, it gives criticism the map maker can use to fine tune the map, especially since more people with varying loadouts would be playing it instead of a few on a test server.
Also, make it so the icons for the map are downloaded in the server browser when simplified list is done, and have the icons built into the map itself. People don't want to try a map if they can't see what it's like at first. Yeah, it's abusable if someone makes a custom map or a Sourcemod plugin and replace the pic with dicks but it'll do more good than harm.
I'd love to play more custom CTF maps, but there aren't any populated servers in my ping range that run custom CTF maps, since no one is ballsy enough to try one or has the patience to download the map.

I wouldn't be surprised if Valve does add maps to the workshop and quickplay in a couple of weeks after they move TF2 over to the new content system.
Also the maps I would like to see more often are Koth Sawmill, CP Yukon and Plr Nightfall.
Maps I would like to see played more by becoming official maps are Pl Boundary, Pl Cashworks, Pl Swiftwater, Plr Panic, CP Obscure, CP Snakewater, CP Croissant, Koth Moonshine, Koth Watermill and Koth Quarry among others.

Double Cross is one of my favorite CTF maps, but sadly, I only ever see 24/7 instant respawn 2Fort servers flooding my server list.
Degroot Keep is a pretty neat map to screw around on every once in a while, but the only one I can get usually only has 2-3 players on it.
mountain lab. I've never palyed it. I want to but never could find a server. The only time my digital foot has stepped there was in Garry's Mod, so i could finnaly see the damn thing. hell I don't even remember what game mode it is.

Actually for that matter, Mann Manor should be played more. Sure it's a Halloween map but it's not like the others, it's not just a regular map with Halloween decorations slapped on, it's a haunted house, which are year round haunted, and it's beautifully done.
But I'm a sucker for haunted houses so

cp_aqua could should have been updated more to become eligible for going official
Only big thing I remember about hydro besides it's looks is that the final point was always difficult as hell to defend; you'd think they would of made it harder to attack, but most people capped the final point in less than a minute.

I find tc_hydro works perfectly ok if the server isn't full, 12-20 players is the best for it imo. tc_strata is great for all player counts, more people should play that.
