No real complaints besides the Spy.
The paint is a bit nasty.
I'd push for a team color on that hat.
Also, I'd get a misc besides the Camera Beard on him.

Alright, if you want to use the L'Inspecteur in a policeman loadout, here are some suggestions:
L'Inspecteur, License to Maim, Business Casual.
L'Inspecteur, License to Maim, Cutthroat Concierge.
L'Inspecteur, License to Maim, Merc's Pride Scarf.
The common theme here being, of course, the License to Maim, because if you're going for a policeman loadout, nothing fits quite as well as a police badge.

You see my conundrum. I wish I could flip up the hoodie from the Spooky Sleeves as a hat, that'd look pretty dang nice. I'm not going for professional really, though the Bill's gives that impression, rather the misc combo is meant to be athletic and more casual street gear. A spine-chilling skull might look cool, but doesn't really fit my vision of at least attempting to adhere to the original characters and their personalities. A baseball cap might work, I was considering a TS Superfan, Backwards Ballcap, or Tossle Cap. Unfortunately the Backwards Ballcap clips quite noticably with the Scout's hair, the Superfan has a big blob of white in the front, and the Tossle Cap is overused and not particularly appealing. I dunno what to do man.

Yeah, I've used the Hoodie+Hazmat combo for a while but I'm not really sure what to use for a third misc, so I just threw on the Scarf. I've considered a scrap pack or pyrobotics pack, haven't pulled the trigger yet though on deciding what to use in the misc slot. The green pineapple would be out of place and in your face, this combo isn't meant to be related to radioactivity particularly.
Possible miscs in place of the Muffler would be- Scrap pack, Pyrobotics pack, Rail Spikes, Stockbroker's Scarf, Apparition's Aspect, Last Breath or Winter Wonderland Wrap (depending on how they clipped).

I know, it's glaringly obvious that it doesn't work, but I'm so enamored with the concept and loadout I can't force myself to give up on it. It honestly looks even worse in game and is more noticable, and without the hand blocking it you can see just how horribly the collar area meshes because of the egg shell white clashing with the pure white.

If I may, that will be eye-searing large amounts of white just plopped on the Soldier's head, why not instead paint the Dapper Topper Team Spirit, replace the earbuds with a Merc's Muffler painted white, and paint the All-Father a more natural shade to provide contrast? His beard shouldn't blend in with the other items, it should be a natural colored beard, not a super pure white. So unpainted, Drab Tincture, Moustache Gray, Radigan Brown, Rustic, Muskelmannbraun, Mann Co. Orange.
Maybe whoever mocks up the pure white one can also try this alternative to show what it would look like?
