Name: For Your Eyes Only? (In reference to putting a bullet between the eyes, another film name)
Description: No Beretta here?/Jams when out of the hands of Bond? (M gives Bond shit in Dr. No over carrying a beretta when it's replaced with a Walther/The gun used in Skyfall won't work in anyones hand except James Bond himself. I don't really like either idea so might leave it to a name)

I was also thinking of getting a Dead Ringer (prob strange but I have a vintage one) and naming it "Die Another Day" or "You Only Live Twice".
Maybe a strange sapper named License to Kill? Like how it gives him free space to operate with the sentry out of the way. Dunno Couldn't think of any Sapper names.

I think Team Spirit Digit Divulgers look too garish. You should go for a more subtle/dark colour there.
Also, the name for the Gunboats is brilliant.

It adds an unnecessary futuristic feel to several of the loadouts.
Try to aim for a certain feel or theme for a set.
By that, I mean find items that go together.
For Scout, get something like a Dillinger's Duffel to replace the Specs and you'll tie together the Trinket and the Fed-Fightin'.
For Soldier, the paint on the Chops and Hat really kills it for me.
Downgrade them to unpainted versions, (Note: Don't remove the paint, trade for an unpainted one) and maybe replace the Specs with a Fancy Dress Uniform or a Stogie.
If you'd like to keep the Modest Pile, feel free to, but swap out some Misc on that Pyro. If you want to build a set around the Modest, get a Stock Broker's Scarf.
For the Demoman, you're kind of all over the place.
This might be difficult, but I suggest getting the Summer Shades or Dangeresque, Too? to replace the Specs and [I]maybe[/I] Tooth Kickers to replace the Batteries.
For Heavy, I like where you're going with it, but it could use a little patchwork. Maybe replacing the Trinket with a Steel Jaw, or a Robro.
Not sure what to tell you about the Engineer. Might want to start from scratch with him.
For Medic, you could try getting a Mutton Mann and a Dr. Whoa to get a gentlemanly feel going on.
For Sniper, remove the Deus Specs and try for a different Sniper hat. Perhaps the Your Worst Nightmare. Nothing really I can help you out with unless you do a total-loadout-conversion.
The Nanobalaclava itself is hard to work into a loadout. Maybe get a Charmer's Chapeau to fit with the Dashing Rogue.
Whatever the case, sorry, but the Deus Specs need to go.

Operator's Overall fits perfectly with the Scotch Bonnet's team color, you should go for that.
Anybody got an idea what's a good replacement in place of the FDU? I think it seems sort of off, paired with the Tyrant's Helm and stuff.
