Don't think so Datwut, Valve was too lazy to take care of that I guess. But I DO wish they re-used the blue flag because I've seen it as Skin 2

But somehow, I can't see the Buffpack on other players backs, only on my own back (when taunting) and on corpses. I don't use any skin for the Buff Banner.

Yes, I saw them holding the Bugle. Also, when they die, as someone did right in front of me, I can see the Buffpack.

Have you tried verifying game cache? I don't think you need one of these fixes, it's a problem only you have or, at least, I never heard of this issue... For the moment, try verifying your game files.

That's really weird... Well, you won't surely find a fix here and if verifying the game files doesn't help, you should open a Steam Support Ticket...
It's a bug. It happens on some servers, not others. For this reason, it's likely unfixable without breaking the servers which it doesn't happen on.
Why's it only happening on some servers?

I heard from Shugo that using subtitles from TF2 Wiki is NOOBISH, instead just LISTEN to the sound files. That is more like it, if you have a program that can play sounds use that but if you don't then try using Winamp... Oh and the creator of the CC for TF2 forgot to put in player.puff and other stuff as well like their pain sounds, well we should also use colors for the captions. But which class will have which color? The most simple bumpmap you can use is models/effects/flat_normal, HL2 has effects/flat_normal
