Have you properly defined in "$cdmaterials" which folder the textures are in?
I did that in the .qc I did for him.
OH crap just realised my stupidity...

I tried attaching the thing in Modelviewer to the engie's c_hands (first load the hands as model then the pistol as weapon) but it didn't show up.
When I load just the pistol, the model shows up but the texture is borked.

I did that on purpose to match Doc's rifle, but if people prefer I'll smooth the scope. Now that I really look at it, it does make it look like an unsmoothed cylinder.
If you keep it that way, you could always chamfer the edges, like it is on Doc's rifle. I think that'd make it look better.
Also, I decided to make my own version of the blue texture for the wizard hat.

I too thought the angle on the scope was an unsmoothed cylinder since I hadn't seen Doc's rifle up close. You'll probably want to smooth it seeing as the reference would be lost on most people. But that's just me.
