Smoking is not rare nowadays and it was a LOT more common nowadays. I wouldn't be surprised if everyone but scout was a smoker.
But, yeah, Soldier and Demoman only seem a better choice, your point about the spy is exact.
Btw, the soldier has been featured smoking a cigar in a poster, in a victory pose, too.
