you have a chance every minute, except I believe once you get your first one, it's 25 minutes or something till you have another chance.

Whereas X is the menu (from 0 to 1) and Y is the command, also starting with 0.
So binding the Spy! command to F would be:
bind f "voicemenu 1 1"

bind g "voicemenu 1 2"
1 = the number of the menu (from 0-2 -- by default those menues are on z, x, c)
2 = the number of the voice command (in that menu^)
