Seriously, just change the password. If your parents get angry at you and ban you from the computer, get over it. It would probebly be more worth it then having your brother getting you banned from your favorite servers and possibly even getting VAC banned if he is that inteligent.
As said previously, set up an config file that binds all the keys to the kill function. Execute the config file before he starts playing.
You could even say that it's a virus that your brother caught if your parents are gullible enough.

When i first played TF2 was in my brother account, but i only played on it when i could, and it was like 3 years ago so i was 12 by that time, and there was no option to delete the items.
Also OP parents are kinda stupid because if he explained to them what his brother did they would get some fucking sense and buy the game for him or don't let him play it anymore.
If i had a little brother i would let him play TF2 on my account if im sleeping or doing anything else,and i would tell him to don't craft my stuff.

Change your password! Don't give in, if you can't play happily, then neither can your brother play happily, get it straight into your parents! If the password is changed, both your parents and brother can't do crap.
If you have a friend or a cybercafe with steam on it/his computer, why bother worrying about a ban.
Once they decide to listen, put it straight into them, if they still decide to be stubborn, then you should be stubborn.
Tell your parents "If my brother wants to play this game so bad, why don't he save up money to get it himself."
If that does not work, lie and say "Yeah I checked the steam rules and it's forbidden to share your account, I've already recieved a warning.
