I think that's overly simple and just plain horrible advice; however, it is simple enough for people who don't properly understand how to use them. Just make sure to note that sentences shouldn't become too long before an ending punctuation -which a semicolon is not- or else it'll become a run-on sentence.

Semicolons separate clauses. If one uses a comma in place of a semicolon and does not include a transitional phrase, it's a run-on sentence.
