Most stuff is stored in tf_english.txt which is why it would probabaly require a download for a weapon name...
I wonder if one recipe will be able to yield multiple results randomly.
For example, recipe A yields a standard crafting item 99% of the time. However, the remaining 1% is the creation of an extremely rare item that has much more unique results. Not necessarily more advantageous, but definitely more unique.
I also wonder if those beta weapons they mentioned earlier this year (Spy's flame retardant suit, etc.) are going to end up as crafted items, though I'm not sure what ingredients would make it. Axtinguisher and dead ringer? Maybe the backburner would play a part seeing as the 'all crits from behind' bit is a trademark of the spy. It would certainly make the backburner useful, finally.

I would like to believe this is how it will work.
I also want to believe that is how hats will be crafted. I bet some crafting some weapons will yield abysmally low percentage of obtaining a new hat.

So little information has been released, there's been no mention of random-stat weapons at all.
