Well it could be that his motherboard is capping his performance, even though he has a core duo its a very old cpu.
Not only that but another factor could be that his gpu isn't up to par anymore. Tf2 keeps gettng more cpu/gpu hungry with every update.
But if you're desperate may i suggest lower resolution, dx80 and chris's fps config?

If I wear it, I don't need to open up my pip-boy to use some stimpaks.
But if I do wear it, they'll get used up due to rapidly getting shot at,
a common problem, still a cool armor set.
I still think that the tux should have been a grenade/pocket replacement. And on the classes that don't have a pocket or grenades it can stay on the butt or sit on their shoulder.

Jesus christ. The finger poser in Garry's Mod is the biggest piece of shit ever. Especially with thumbs.
I have to keep spinning the axis thing around in circles just to figure out which way on the interface moves the joint in which direction and how far, and sometimes it just breaks altogether and becomes random.
