Hopefully it'll be like the SDK in that if you paid for any game you can use it's content. Like the SDK, but it actually works.

Then make sure to use F11 then F10 before attempting to interact with any in-game interfaces.
Just don't put it in your steam folder if you do decided to pirate such things.
I've been using it for over 6 months now and I've yet to be VAC banned, and I've never heard of [I]anyone[/I] being banned from using it.

Several Valve level designers have stated it in emails. But they could just be saying that to make us feel better...
