It's balanced if there's equally good reasons to use them in equal situations (SMG doesn't help teammates = Jarate can't kill anyone etc).
Besides, nobody uses the Bonesaw or Backburner over Ubersaw and Flamethrower, meaning either of them just gives so much more benefit over the other one that the other option becomes obsolete.
It's balanced in terms of gameplay, but not in terms of effectivity and appeal.
Spray and pray demomen and soldiers will kill everyone besides the one they're trying to kill. Lol
I think the Demoman will get some variation of HL1's tripmines to replace the Sticky Bombs.

I don't understand you guys why you use Jarate? It's useless. Every time i encounter a sniper with jarate it's something like this (no matter what class I am)
-I see a sniper, he see me.
-I start to shoot him with (rocket launcher, grenades, scattergun, shotgun, minigun, needles etc), he throw a Jarate at me.
-I continue to shoot him, he grabs melee and start to run at me and dies because I was shooting him all the time.
with smg It's mostly the same but he can deal me lots of damage if he can aim.
Ok i am going to say i have been fantasizing about solly vs demo update and now

Jarate can also be used to reveal cloaked spies. It can easily be used as a way to get revenge on someone quickly by making them weaker. Plus, the putting out fires thing is awesome, too.

Normally I throw Jarate in areas with a large crowd to coat the most enemies I can with piss so my teammates can wipe them out more easily.
Yeah i have to admit jarate is a good weapon to
make crowds minicritted and then you just die by the crowd.
