I actually wouldn't say it's "fake" because to my knowledge the guy who made it never intended to pass it off as the real deal. It was just a mock-up not to be taken seriously. Valve only acknowledged it because they liked the idea and the popularity it gained.

Well, we thought that jarate was a joke, when valve first put it forward. The guard dog could have some incarnation as an unlockable of some sort. Not likely, but possible.

It's been awhile since that image of that Guard Dog thing came out. They could've added it it.
