I'm a career Spy and I don't fear Razorback at all. Whap at revolver, shoot three into his back. And you have one dead Sniper at your feet.

And if why would your team not have a Medic? Let's put it this way: If your team doesn't have a Medic, it probably lacks the teamwork and coordination needed for a Scout + other class strike, and if it does, one of those two are way better off as Medic.

They are turning the demoman into the charger from L4D2, and I'm bad enough at that. Now I can suck at charging in TF2!
The only time I've seen the Razorback work in a Sniper's favor over the Jarate or the SMG is when it's on a really good Sniper. They have an extra layer of protection against Spies who for whatever they don't hear, and if the Spy tries to revolver them to death they can swivel around fast enough to headshot him. I fucking hate good Snipers and I play Spy most of the time.

But people who don't even utilize Sticky Jumping can use this instead and possibly contribute.

It pretty much ruins your day if you end up undisguised in a group of enemies while unable to stab.

The way I see it, the Targe opens up new tactical choices when used with the Eyelander and lets fail Demomen who don't sticky-jump utilize the speed they could have. To be perfectly honest, I don't think it'll turn out to be on par with the sticky launcher and would have much preferred it as a Heavy unlock since it actually addresses [i]his[/i] problems. Still, it probably won't be too obnoxious so long as you dodge.
